Edge case of newly blocked VPN

NordVPN was reported to some ISPs, and has since been blocked by some new ones (Vodafone in particular).

As a report was previously sent successfully, it cannot currently be released and reported again.

Can we:

1. Allow websites to be reported for blocks at new ISPs that date after the initial report
2. Have a general over-ride on the admin side to resend any report, whether previously sent or not
3. Allow any site to be user-resubmitted after say one year, subject to an administrator allowing the report to go forward.
