[BUG] ToolStep does not include new fields for MLToolSpec

What is the bug?

Some new fields (attributes, runtimeResources) have been added to MLToolSpec. We don't parse them in the Tool Step

Do you have any additional context?

Edit: runtime resources is internal only, not part of spec, so should not be added. But we need an "attributes" field.
