On board job-scheduler to IntegTest framework #613

Is your feature request related to a problem?
With existing setup job-scheduler is not part of the daily Integration test build. Check the release test manifests https://github.com/opensearch-project/opensearch-build/tree/main/manifests where job-scheduler is not part of the IntegTest builds (https://build.ci.opensearch.org/job/integ-test/).
What solution would you like?
On board the plugin to the IntegTest framework, add more IT tests and make sure the the plugin is part of the test manifest in build repo.
