[FEATURE] Create a dashboards plugin for job-scheduler #776

Is your feature request related to a problem?
Related to #775, I would like to see more information about registered jobs in pages within OpenSearch-Dashboards.
At a minimum, I would like to see all the jobs that are registered in the cluster, what the job type is, scheduling information, whether the job is enabled/disabled and when the job was last run.
I think it would also be useful to see information about any jobs currently running in a cluster.
What solution would you like?
New pages within OpenSearch Dashboard that allow users to interact with the job-scheduler.
What alternatives have you considered?
Only have REST APIs
