[FEATURE] Improve Agent Tool Params processing

Is your feature request related to a problem?
Currently all the tool parameters can be overridden by the execute agent parameters. While this could be helpful in quick testing, this causes issues when the tool params are overridden unintentionally

What solution would you like?

1. Have a separate section in execute parameters differentiating between the tool parameters
2. Have "fixed" parameters during registration which cannot be overridden during execute time.
3. Allow setting global parameters that can be used across the tools.
