[Bug]: checkRequestAssignReleaseOwners bugs

Describe the bug

See opensearch-project/notifications#712
Since notifications and notifications-core share the same repo name as well as same issue, it adds the comments to assign release owner twice.

Also for functional-test repo, opensearch-project/opensearch-dashboards-functional-test#767 even though the assignee is assigned, it detect as null

To reproduce

Expected behavior

Parse the repo values before commenting.

@prudhvigodithi has fixed the bug for functional test repo.
TL;DR:
Since the issue was created long back and not updated in a while, the enhancements in metrics project were not reflected in document for functional-test repo.
Fixed by removing the assignee and assigning the owner again.
