[Enhancement] Update cypress to v13 as well as potentially chromium versions

Hi All,

Many attempts already we still need to upgrade cypress versions:

• Investigate Cypress 10 #305
• Upgrade Cypress to v12 #408

This will be the new issue to support v13 upgrade of cypress.

• Update cypress version 13 and update image tag to v2 opensearch-build#6132
