[FEATURE] Resource Access Management Dashboard

To allow UX capabilities for the resource-sharing feature introduced in security-plugin, this feature requests addition of a resource-access management dashboard that is visible to users when the feature is turned on.

[Triage] @DarshitChanpura can you please include any UX mockups for this? I know this will help in the migration process, but is this also intended to be in for the long term afterwards as a central hub for this info?
