[debugging applications] debug connection fails / timeouts if previous pipeline is deploying

the pipeline lab says to test delivery as the last step.

I happened to magically try to debug right as the new pipeline build of the inventory pod was deploying. This resulted in a weird error about the pod not being able to be found.

We may wish to add a warning to the debug lab that they should wait for the test pipeline delivery to finish before continuing.

I'm not really sure my original description is correct. I've ended up with 14 deployments of the inventory pod/service and I have no clear idea why.

So I really don't know what I managed to do, but I made everything really angry and had several pipeline deploy failures as well. If no one else has consistently observed these behaviors we'll chalk it up to me going to quickly through things and causing instability.
