REST APIs stays stuck in ready state. Would not move to installing

I hope I'm at the right place seeking clarity on this. The POST command associated with /actions/install does not move to installing state. It stays ready. Re: Docs.

When I look at the Hybrid Cloud Console - Cluster list, I see that my instance is ready; however, it is waiting for the pushing of the button to start the installation (which defies the purpose of using REST APIs). Can this be looked at? I'm installing 4.18. This used to work fine last time I was using it (4.15).

Issues go stale after 90d of inactivity.

Mark the issue as fresh by commenting /remove-lifecycle stale.
Stale issues rot after an additional 30d of inactivity and eventually close.
