OpenShift Install (4.19.27, 4.20.18, 4.21.9) fails when using default generated Install-config file (Bootstrap process not finish correctly)

Hi Team,
New version of openshift-install tool not work properly for AWS cluster installation.
Bootstrap process are not finish properly. -- msg="Failed waiting for Kubernetes API. This error usually happens when there is a problem on the bootstrap host that prevents creating a temporary control plane."

Probably time for Bootstrap proces (20m) is not enough for new version of openshift-installer.

I was testing version 4.19.27, 4.20.18 and 4.21.9 - all macos arm64 openshift-install version.

My procedure:
./openshift-install create install-config --dir my-dir
./openshift-install create manifest --dir my-dir
./openshift-install create cluster --dir my-dir

I use m6i.xlarge (default) instance (3master and 3 worker), and also m6i.4xlarge for all nodes (3master and 3worker)

I test regions: us-west-1, us-west-2 ,us-east-1 and eu-central-1.

In 99% of the cases effect is always the same.

I don't have any problems with old version 4.19.9

Issues go stale after 90d of inactivity.

Mark the issue as fresh by commenting /remove-lifecycle stale.
Stale issues rot after an additional 30d of inactivity and eventually close.
Exclude this issue from closing by commenting /lifecycle frozen.

If this issue is safe to close now please do so with /close.
