Instructions for setting up a new prow build are incomplete #96518

The instructions published here:
https://github.com/openshift/openshift-docs/tree/main/scripts/prow
don't take into account that some writers have their repositories saved in a different location that ~/Home.
The script itself also doesn't take it into account.
The script creates a duplicate repo, making the rest of the instructions confusing. And more importantly, the duplication makes it impossible to set up the new prow build successfully.
The solution is to edit the script so that it points to the correct location of the release repo. This should be included in the instructions.
