NO-JIRA: Add ANP/BANP Ready-In-Zone status cleanup e2e

Add serial origin coverage that injects a stale Ready-In-Zone condition,
restarts ovnkube-control-plane, and asserts the stale condition is removed
while current-node conditions remain.
