API Guide refers to {nonexistent|hard-to-find} "user API documentation"

IIRC there were "developer" and "user" versions of the API documentation at one point but the "user" version either isn't generated anymore or is very difficult to find. The API Guide refers to this "user" version but does not provide a link and I couldn't find a link to it on Confluence or elsewhere. ⛄

Good find @tkuchida Up to version 4.1 we were distributing with the application the user version of the documentation and posting publicly the dev version. It apparently fell through the cracks. We should settle on whether to change language and drop user version altogether or to post both. Your input is much appreciated @tkuchida @nickbianco @jenhicks

IMHO the effort of writing/releasing/maintaining two versions of the documentation could be better invested elsewhere—e.g., by beefing up 🐄 a universal version with more example scripts.
