[Github][Minor] After CLA configuration, the webhook is not set as expected

Expected:
If user select some repos, the repos should be configured in every repos.
If user doesn't select any repo, the org webhook should be configured.

Actual

I doesn't select any repo, but the oraganzation webhook is not set, I have to configure it by manaully.
