[Idea] A better way to tell users why not check CLA

Currently, we use the CLA FAQ to guide user to sign CLA, and tell user the detail info. However, I was asked again and again in some community: "I have signed CLA, but why I still be reminded by cla system?", I guess the above notes are not very clear or some other reason.

Maybe we need link the comment to doc or a url.

We could add single url to show a a single web page to give a check result friendly, this page tell me why my CLA according my email url, ( I give you a commit, and click button, and you tell me how to check it, and why I need to do it.)
