Epic: 26.09 GWAS Catalog update #4424

As a developer I want to run the harmonisation and fine-mapping on new GWAS Catalog release to include new credible sets in the platform release

Background

All of the tasks include:

1. Sync of the GWAS Catalog data files
2. Study manual curation
3. Harmonisation & QC of summary statistics
4. Run PICS fine-mapping on top hits and sumstats
5. Run SuSiE-inf on sumstats & heritability
