Update the vis client header to match the main M-Lab site #2

Our plan is to deploy mlab-vis-client as a sub-site at https://viz.measurementlab.net
Update the top of the client pages to look like and have the same top level menus as the current M-Lab site: https://measurementlab.net
A corresponding change on the main M-Lab site will complete this integration.
