Updated upjet to v1.9.0

The golangci configuration in the upjet-provider-template was severely outdated. I bumped the golangci version to v2 and refactored the general configuration. I used this commit from provider-upjet-github as a reference, since they had already migrated to golangci v2.

The make reviewable test command should now work as expected. As part of the migration, I also made slight formatting changes to some files in the config/ folder, because the formatter goimports enforces grouping of imports into external and local modules.
