Unify ot-rtos prefixes #31

Is your feature request related to a problem? Please describe.
Currently we are using ot, otr and otRtos prefixes, which is quite confusing.

Describe the solution you'd like
Rename all the prefixes to otRtos and use ot::rtos namespaces for c++ codes.
