Arabic script does not support optional ligatures (liga)

Expected Behavior

Arabic script should support having Optional Ligatures, even if they aren't used.

Current Behavior

In arabic script only Required Ligatures (rlig) is supported.

Possible Solution

Add liga support to arabic script.
