Suggest that we copy the LFDT work to have projects include an "Adopters" file

The LFDT TAC has recently proposed, debated and agreed upon the idea that all projects should have an "Adopters.md" file that is a registry of implementers/deployers that make use of the project. I suggest that we reuse/plagiarize the work that the LFDT TAC has done and create an OWF TAC guidance document "Defining Adopters" and promote that all projects should add such a file to their repos.
