Feature request for consideration: separate language setting for "course admin" functions

Idea for the future - a setting to allow the admin interfaces to be used in en_us when the main course language is not English.

There are several other foreign language users who commented that due to the dearth of local documentation, managing the course is better handled in English, at least in the short term.
