Raidz expansion 'stuck'. Status shows more than 100% completed #18103

Describe the problem you're observing
When expanding a 7x20TB raidz2 to an 8x20TB (which had been previously expanded, but was waiting for this to finish to do a zfs rewrite). zpool status is showing the expansion at > 100% done and it appears to be 'stuck'. The extra space is not available. Any suggestions on how to finish this expansion or get it to a state where I can try again would be greatly appreciated.
Describe how to reproduce the problem
Unclear. I was doing a vdev raidz2 expansion. This was the last of a few drives I was adding to this vdev. The others finished just fine.
