As far as I know, there is no readily available user-friendly HTML rendering of the database. The official release is sqlite database. Some people have translated or translators to RDF format.

The nearest thing that looks like a graphical user interface would be http://conceptnet.io/c/en/vine which is another database, that is among other things, based on wordnet.

Since we'd be making a faithful copy we'd have no problem with attribution.
