Default Frontend API

Rather than defaulting to a `public` frontend baked into the `zrok` binary, the `metadata.configuration` endpoint could return a list of default frontends for the environment. The behavior would otherwise be the same... the user can override the default using `zrok config`, but when that's absent, the client will use the site default.
