Develop a holistic approach to allow raw OpenZiti tunnelers and SDK clients to interact with zrok shares.

This primarily will involve allowing zrok to manage policies on behalf of non-zrok identities, and potentially allowing other OpenZiti configurations to be managed for zrok share services.
