Augment CI to Check for Clean Git Status

The CI action needs to be augmented to check for a clean git workspace at the end.

Is the draft-release workflow the one you have in mind to check? I know goreleaser is currently set to require a clean working copy when publishing at the end of that workflow because we're not doing --skip=validate or --snapshot (ref).

We had a release fail because npm package files were out of sync, resulting in a dirty git workspace in the release build. I would like to prevent this from ever happening again... we need to make sure the CI process does the various npm operations and also checks that git stays in a clean state, mimicking the release process and increasing the likelihood of catching a build problem before release.
