[epic] Permissions validation preflight phase 1 follow-ups

#988 phase 1 epic delivered on a base permissions evaluation mechanism which leveraged helm applier dry-runs and unstructured error reporting.
Along the way we identified some work we wanted to follow the initial PR.

• Add feature gate logging to catalogd #1922
• Add test cases for testing RBAC preauthorization #1923
• Docs: [Permissions Preflight #1929] #1953
