configuring 1M IPsec tunnels takes 45 minutes , configuring 32M imposible 

we have to load 1 tunnel at a time using OPI API.
time to load any scale config is very high.
we should allow loading a list of tunnels maybe that will speed up things. and think how we can push a scale config in a very short amount of time.
