Define a process for verifying that a PR is tested and OK to launch.

Need to determine:
  - Cadence of testing -- daily? weekly? or per PR?
  - What QA should test (is it all the CUJs in the relevant section)?
  - What updates QA/PM should make to the CUJ doc
  - How QA knows what to test, based on looking at the PR
  - How QA indicates that it works or doesn't work
