Add CI test for `ExternalGenerator`

As discussed here it would be great to add an automated test for the ExternalGenerator

This class is meant to be temporary, and will be obsolete once optimas fully adopts the CAMPA standard. But at this point, the CI test could updated to directly use a standard-compliant generator from e.g. Xopt or libensemble.
