OCI Stop Untagged instance pytho

hi,
I followed this tutorial but the instance is not stopping as stated in the tutorial.

I checked Events (metrics) and I can see the event was detected. I checked the functions (metrics) and I can see the function was triggered.

I created the event rule in a compartment and created the instance in the same compartment.
