Changes to the db file without need to restart the CLI

Currently there is need to restart the CLI after changes to the db if you want to use the updated db file.
Would it be possible that the db file could be changed while the CI is running?

Yeah we definitely could, so currently the --db option accepts a JS module or a JSON file. Would we want this for both or just JSON. I guess another question does it make sense to have --db accept 2 different formats or is that just confusing.

Module wise https://www.npmjs.com/package/chokidar seems to be the goto module for this these days.
