Advance ORAS from CNCF Sandbox to CNCF Incubating #62

The ORAS project experienced strong momentum in the first half of 2025, driven by significant adoption growth and active community engagement. The LFX Insights Dashboard reflects a significant growth of new contributors and package downloads in the first half of 2025. It's time to consider advancing ORAS from CNCF Sandbox to CNCF Incubating. It would be good to follow the CNCF Incubating process to draft a proposal to CNCF.
@sabre1041 and I are interested in driving this initiative and drafting a proposal. Other maintainers are also welcome.
