Send periodic uptime reports to node maintainers #362

It would be really useful to send out a regular uptime report (weekly? monthly? configurable?) to hydrophone hardware maintainers, so that they have an idea of how their setup has been faring. The assumption here is that more visibility will lead to higher uptime.
Ideally it would be configurable, so that maintainers can opt-out or choose the frequency of the report, but that's not essential for a first version.
@dthaler I don't know if you're set up for sending out emails in this repo, but if you prefer to not deal with emails, one approach could be to have orcasite handle the sending—especially down the line once we have profiles and a notifications settings page. But those features aren't ready yet, so maybe it's easier to just add the uptime reports directly here in the interim.
