  "note": "Floor for .github/workflows/test-count-floor.yml. The number is the SUM of passing tests across the two jest configs (test:node + test:browser); a drop in either env trips the check. Almost every spec runs in both, so a single deleted spec drops this by 2. Only an ordpool core maintainer is authorised to lower this number; every other change that reduces test count is treated as an accident and rejected.
