installer package not granting permissions to opt on Mac x86

Description of issue

When using the installer pkg on an Intel Mac and using the plist file to define a homebrew package user, rights to /usr/local/opt are not granted. This seems to be caused by opt not being in line 95 of https://github.com/Homebrew/brew/blob/master/package/scripts/postinstall. I have verified that the user provided in the plist does have access to the other directories. This issue is preventing the installation of formulae after brew is installed.
