Description of issue

One example: ocrmypdf depends_on pillow (the homebrew formula), while oterm imports it as a resource.

What determines which dependencies can (or should) be imported as a resource, and which can/should be managed by Homebrew with a depends_on?

If we have a formula, we should be using it. The oterm situation probably just wasn't caught by a maintainer yet.

Do any automations exists to convert update-python-resources resource stanzas to depends_on, or a mapping of PyPI packages to formula?

Nothing like that exists currently.

What is https://github.com/Homebrew/homebrew-core/blob/master/pypi_formula_mappings.json used for?

It's used to exclude packages (like certifi and cryptography which we have packages for), or to add extra packages from PyPI that may not be in the pyproject.toml when running brew update-python-resources.
