InvoicePlane has a table versions.

It stores all the database updates it has done in the past.
It also stores the current version you're on, 1.6.1 or 1.6.2, etcetera.

It looks like your ip_versions table is empty

Check your entire database whether you have important information in there (most likely it's an empty database) and see if you can reinstall.

In this query:

$current_version = $this->mdl_versions->limit(1)->get()->row()->version_file;

$this->mdl_versions->limit(1)->get()->row()

gives null as result.
