Not sure if this fits exactly into the download center or legacy update as I don't know if it was ever available for download on MSFT's public website. But adding it might help. I tried searching for terms matching this ISO in the legacyupdate download center archive, no matches/hits.
I didn't take notes from my previous searches, but IIRC this ISO was available (up to??) windows server 2012R2 when the hyper-v role was installed, but not since. The integrations available through this ISO allow XP and 2003 era guest operating systems to correctly integrate with Hyper-V's virtual hardware.
My own personal anecdote is that anytime I've tried to install XP or WS2003 guest VMs in hyper-v, the mouse is always inverted with no way to correct it. I tested this ISO exactly once and it seemed to correct that issue.

From my quick look, every file within the ISO that can be codesigned is codesigned by MSFT.
