Conditional drag and add icon rendering

Hi,

I would like to know if it is possible to hide the drag handle only when the block is new or empty and only have the add icon rendered on an empty line?

I believe I can deal with conditionally showing or hiding the whole floating ui using the shouldShow method in the configuration but for individual icons.

It's technically possible, but a pr is absolutely needed to apply the changes. For now, there's no user-side why to implement this.
