how to add .AddViewLocalization() in OrchardCore?

I am using OrchardCore alone without the CMS in a project on mine.

I am getting this error on start up.

System.Reflection.ReflectionTypeLoadException: 'Unable to load one or more of the requested types. Method not found: 'Microsoft.AspNetCore.Mvc.Localization.IHtmlLocalizer Microsoft.AspNetCore.Mvc.Localization.IHtmlLocalizer.WithCulture(System.Globalization.CultureInfo)'.'

It sounds like I need to call .AddViewLocalization() after .AddMvc() to solve this issue... but I am unable to add it to the following pipeline

 services.AddOrchardCore()
             .AddMvc()
             .WithTenants()
             .ConfigureServices((tenantServices, serviceProvider) =>
              {

              });

How can I correctly register IHtmlLocalizer?

You requires IStringLocalizer so try to register IStringLocalizer using AddLocalization()

I am not sure where I'll need to add this but I tried to added like this

services.AddLocalization(o =>
{
    o.ResourcesPath = "Resources";
});
            
services.AddOrchardCore()
    .AddMvc()
    .WithTenants()
    .ConfigureServices((tenantServices, serviceProvider) =>
    {
        tenantServices.AddLocalization(o =>
        {
            o.ResourcesPath = "Resources";
        });
     // ....
    });

But still I am getting the same problem.

AddLocalization() should come before AddMvc()

@CrestApps What kind of localizer that you need to work with resx or po?

I have not really got that far. I would think resx for now. I just want to be able to run the project and by pass that error
