Yes.
The mentioned path it does include all prism data. Yest it also include instances and other folder that may not me needed for backup as they regenerate. But because it is small folder it is easier to point the users to it for backup purposes.
If you want only the configs prismlauncher.cfg for accounts accounts.json there is also the themes folder and the catpacks and even the iconthemes/icons folder that are relevant to backup,and maybe skins folders. The instances folder is not the only one fro the root.
And yes once you copied them you can paste them in same folder and prism should pick them up.
