Problem with /etc/locale.conf after migrating to Debian 13

I noticed error messages rather soon after the migration when doing regular updates but have not had time to investigate until today.

I find the failure to properly configure locales is caused by /etc/locale.conf being a link to /etc/default/locale and /etc/default/locale is a link to /etc/locale.conf.

How do I fix this?

PS I did follow the migration instructions in the Documentation section of SpiralLinux web pages and this is the only hiccup as far as I can remember now.

I have replaced /etc/locale.conf with the file I found on my main system, which is still running Debian 12 based SpiralLinux. Error messages are gone but I don't know if this is the correct solution. I will observe my migrated system a little more before I migrate my main system.
