This is because you have enabled “Display the toolbar on multiple lines if it doesn’t fit” in the “Text notes” section in the settings. The option is not enabled by default.
That is because the formatting toolbar is part of the ribbon which shares the same content width as the content of the note. You can increase the content width in “Appearance” settings. |

They're not. It's simply a styling choice to align the items at the end of the toolbar. It doesn't occupy any additional space on its own.
