Cannot create budget when deploying account settings #96

When running step 7 of deploying the core accounts the workflow atmos workflow deploy/account-settings -f quickstart/foundation/accounts Fails with the following error │ Error: creating Budget (xxx-core-gbl-artifacts-1000-total-monthly): operation error Budgets: CreateBudget, https response error StatusCode: 400, RequestID: xxx, AccessDeniedException: Account xxx is a linked account. To enable budgets for your account, ask the payer account to enable budgets first.However I can't find a setting I can enable on the payer (root?) account to enable budgets. What can I do to remedy this? |

This issue resolved itself after we opened the cost explorer on the root account and waiting until it was ready 👍🏻 |
