ElementaryOS 7.1. Disable the maximizing of windows when I drag them upward

I do not know the name of this window management feature that irritates me. When I rearrange the position of a window, if I accidentally pull the title bar to the level of the top bar, there is a blue glow and then the window gets larger if I were to release the mouse.

This always happens when I am trying to rearrange windows, usually to see something behind.

• I've tried looking in the settings and didn't find anything relevant
• I've tried installing gnome-tweaks and didn't see anything relevant
• I've tried investigating "edge tiling" settings in dconf, and that didn't seem relevant.
