Describe the enhancement

Currently, the timezone and servers list is static and can only be updated via YAML. It would be great if there were configure_timezone and configure_servers actions.

Use cases

Made for ESPHome projects have a factory compiled firmware. For a project that displays time to a user, there needs to be a way to at least update the timezone from the factory compiled default. It would also be nice if the user had the option to specify a local NTP server for an internet free experience.

Anything else?

I'm willing to go down the road of attempting an implementation, just wanted to get thoughts/challenges first.
