Set Devices as Active or Inactive and sort in Dashboard

Describe the enhancement

In the Builder dashboard, offer the ability to mark devices as Inactive. These are devices for which a YAML configuration exists, but are not actually being used currently.

Split Active and Inactive Devices into two blocks. This could be Enable/Disable.

HA should then not try and find these devices on startup so no errors are generated for devices that do not exist.

Inactive devices where a YAML configuration exists, but are not actually being used currently.

Visual examples

Change the banner text to say Inactive in a similar way to the Offline banner.
